Hello, I am looking for the latest metas and maps available for arm9, Firm_7.910.9185 on the Windows CE operating system.

I see that there are current maps 1130, 1140, 1150... for arm9, but I cannot find their metas.

The latest meta I can find is 1110, which are maps from summer 2023, i.e. from two years ago.
IBERIA - Iberia 1110_11864
EUROPE - Europe 1110_11863

Does this mean that our navigators will no longer be able to be updated to new versions due to a lack of metas?

You guessed it right.
End of life is coming real for Nav1 devices : last metacodes 1110.

And it comes similar with many Nav2 maps (high-level-u) : last metacodes 1110 or 1130.
Fortunately Nav3 maps can still be used in Nav2 devices.

My device is Windows CE Firm_7.910.9185. Is it nav 1?

Yes, it's a Nav1 device.
It uses arm9-mnt maps.
Last known metacodes : 1110 (2 years old).
