1, Install either vs_emulator.exe (x86 32 bit) or vs_emulator_x64_vista.exe (x64 64 bit) depending on your system.
2, Locate the installation folder where DeviceEmulator.exe is, Should be something like... C:\Program Files\Microsoft Device Emulator\1.0\
3, Copy everything from within the Emulator Files folder into this folder.
4, The folder SDflash is your Storage Card within the emulator.
5, Run Start Device Emulator.exe and choose the desired ROM image, Screen resolution, and Memory size.

ROM's included...

MioC320.bin
MioC320+.bin
SanyoNVM-4370.bin
WinCE6+.bin
WinCE6Simple.bin

Note: SanyoNVM-4370.bin is the best I found.

Plus any other ROM's you have will show up in the list.

The '+' denotes extra features have been added like Internet Explorer that are not usually included in OEM ROM's, How close these ROM's are to the actual devices, i don't know.

Enjoy, and don't forget to say thanks :)

There is a iGO for PC application somewhere on this forum which you can use instead of the emulator, i find that you need a fairly powerful PC to run iGO under emulation, My little netbook has no chance, I tend to test mortscripts and shells using emulation and GPS applications on an old GPS device i have.

Which ROM do you use? I find that SanyoNVM-4370.bin is the best.

All emulators are never 100% accurate

Ran 64 bit with almost all roms, nothing happens after selecting the rom to emulate, and resolution plus size. It just closes (tried all compatibilit modes - nada
Will try 32 bit

using windows 8.1 64 bit

Apparently the vs_emulator_x64_vista bit isnt working properly on my system, i noticed that on the 32 bit version, i see some files on the 1.0 folder, wheras just 1 file under the 64 bit versions,
dragged and dropped those files from 32 bit location to 64 bits location and it started working. thanks

This has been available here since before Windows 8.

You can download the emulator itself free from Microsoft.
Or download the wince sdk which includes one.
