There is no file for Europe HERE 2015.Q4 licence

Hi,

This seems to be an older topic or which i'am not certain if it is maintained.
About a week ago i downloaded the iGO 2016 Q1 maps but there was no license file present.
Does the map only work with appropriate license files or can i just copy the files to the folder and use it?
