I don't know the first thing about rac200, so you better wait for Fatboyfun for a correct answer. However a first thought:

Route66 was on internal memory, now TomTom is on SD card. Right? Then likely the R66 executable was on internal memory while the TT executable is on SD. The navigation button starts the executable Route66 in memory and that one is missing.
Can you (in settings) change the path to the executable to point to the SD placed TomTom? An alternative I think of is a script on the spot of the original executable with the original name of the executable that then will start TomTom.

But as said, Fatboyfun will know. Possibly he already made a launcher script that does the trick.

Is the TomTom executable where the route66 executable was?

It sounds like a simple case of the device being unable to find where the app is.

On some devices you can create a Route66 folder on a compatible sd card (sd Max 2gb) and put the renamed TomTom executable in it (R66Navigate7.exe) you may need to substitute the 7 for an 8.

on the system it has a resident flash where all there was is a file called route66
the device did not come with sd card but i have put 1 in and loaded tomtom onto sd card
i have tried changing the name of tomtom navigator to route66
still nothing after pressing navigation

Try this...

Change the FOLDER name of TomTom to Route66 and change the TomTom EXECUTABLE to R66Navigate7.exe and place the Route66 folder on an empty SD card no larger than 2GB, note it may well be case sensitive!

Also try R66Navigate8.exe, basically whatever the original executable was.

This SHOULD work, if not you may have to use a small script on the resident flash to point to the executable on the SD card.

TomTom on the RAC200 does work.

Anyone have a link to these files? I know it was a few years ago but I have a SATNAV200 that I want to use with current maps.
