Does TomTom go work by just your phones GPS or does it have to have a Data connection?

Are the maps placed on your phone and can they be on an SD card?

Looking Central Europe, or Benelux, to install on my gear.
Please help me to find and install the propper software.

I am using Igo 9 on my android carradio/navi. But everytime when I start Igo it keeps searching for a GPS signal. When I stop Igo and start it again mostly it will find GPS signal. What is wrong ? Or is it a setting that is wrong ? Thanks for your answers !
