Firstly your nuvi 250 was not designed for NTU maps but NT maps
Yes, Mapsouce produces .img files only named gmapsupp.
Check in your garmindevice.xml to see if there is gmapsup1 show this tell us you can have 2 maps on the SD card named gmapsupp.img and gmapsup1

Is there a way to combine the two parts on Mapsource to have one gmapsupp only? Or to change the FID of one of them? It is weird that I can see only half Europe.

Unfortunately some older devices only have the option of 1 supplemental map file ( .img ) file.
Creating a custom map of the whole of Europe exceeds the 4GB Limit of the FAT32 file system, which is used on SD cards and Garmin devices.
Best create 1 just under the limit with the area that is important to you.
