Hello.
I have a Garmin nuvi 250w. Internal free space is around 1.3 GB.
Please, if possible, a map with Romania, Rep. Moldova, Bulgaria, Greece, Hungary, Slovakia, Serbia, Albania. In that order - if the space is not enough or other nearby countries - if are some space until 1.30 gb left.

Here is Bulgaria for you. If you can't download from zippyshare then use a vpn - windscribe is free

Let say, without Scandinavia. Shall this fit-in ?

Finland is part of Nordics
Russia 1.54 GB is not part of Europe
UK & ROI 438 MB
The best way is for you to install Mapsource or BaseCamp and use the gmap folder from Post #1 and create your own map sets with the countries you want with the output <2Gb.
The following devices cannot read or use any file that is larger than 2GB in size, but you can split maps between the SD card & Device each <2Gb
So maybe North West & South West map sets from post #1 will give you the best coverage

So, maybe the cut of UK+ROI will do the job. I mean to add this to your first proposal.
I.e. if I may quote you:
- West Europe: 2,89GB.
minus Scandinavia (411MB) is: 2,48GB.
and minus UK+ROI (498MB) is: 438GB is: 2,04GB.
SO, here we need a very small cut more to be done. Maybe the overseas territories of France can be these ones, for example ?
Or some other (EU-governed) island(s) for example ?
Unfortunately, I'm not able to do anything on a PC as I'm away and without it, hence my ask.

No overseas territories included, but also removing Portugal gives an img of 2,105,278,464 bytes 1.95 GB (1 GB = 1,073,741,274 Bytes) I do not have a device with a 2GB limit so I cannot test it, and not knowing what countries you can do without is a guess work.

I don't have a list of Countries with their map set volumes, the tool I use is Mapsource which allows you to see the map segment size and total output which includes map index files and traffic files. Just say which is the country you are least likely to travel to ,then that can be removed instead of Portugal to get to <2GB
