Huh?? Don't you have a GPS program on your device? :bs_quesexclaim:

If you have one, and it's an IGO8 or a Primo, then it's easy: maps-buildings-dem-poi-f82/where-put-map-related-files-igo-primo-t11326.html. And it's a copy-paste operation. No activation or unlocking of the files like Garmin or TomTom systems require. When a folder don't exist, create it.

Now, if you have a GPS program but it's not IGO or Primo, then you must first determine what program you have. Consider that the now downloaded maps are useless unless you replace your program completely. If you want to install IGO or Primo on the device, first tell us some more about the specifications. It's probably WinCE6 but what is the memory and the screen size and resolution? A link to the device on the Internet somewhere, maybe?
Then we can guide you to a suitable build.

Yep, copy/paste is the IGO/Primo way to install all, the program and the content.
