1. I would have chosen full featured NA 860.3101. Confirm you have a .meta.dct file in the NA map folder.
2. Confirm your bootloader version. 5,502 is not a valid version.
3. You don't need a model.txt file with model: in the setconfig.txt file.
4. x40light is for small screens. x40 is for bigger screens like your xl.
5. You have too many entries in the setconfig.txt file. Read the readmenot.txt file.

2. you are right I wrote the wrong bootloader

Your Xl has 32 MB RAM memory, which isn't enuf for LoquendoTTS 7. You might try VOICES LoquendoTTS v6.5 (X20) VOICES LoquendoTTS v6, or VOICES VocalizerTTS

tried the device, however it's too slow to be usable. It took a long time to lock on the satellite - I can live with this. However it does not appear to have enough power when I type in the city address, the prompt does not move to select the city.
I may downgrade to a lower navcore, not sure what else to try.
advice appreciated

Good news, I loaded the following for my ONE XL (32MB RAM) device below, and everything works amazing!! Latest maps with road sign display in Toronto (only had this in the US before), also street names, compass, with no lagging. Voice quality is not the best but acceptable. Searching and screen response is fast.
