No, it's a .Rar (compressed) file, and the link works fine (just tried it) - if you want, copy the link location, and remove the referrer part at the beginning (up to and including ?url=, that just leaves you the direct download link.
When you extract the file, put the contents onto your tomtom (root).
Make sure you back up the old files to your PC first.
Then it's a case of adding your map(s), poi's, voices, speedcams etc, along with the latest version of fastactivate, then patch the lot.

Copy & paste this link directly into your browser's address window.

[Please Register or Login to download file]

password is downunder.

Scroll, if necessary, toward the bottom of the LinkSave.in page, that opens, until you see "The visitorpassword that you have entered is wrong" notice.
Below this notice, is a gray box titled Visitorpassword. Type downunder in the gray box & click enter. The download link/links will be at the bottom
of the page that opens. Use the single downward pointing arrow under the word "Download" to download the map. DO NOT CHOOSE “ALL PARTS”

This is a FileFactory work around, if you have a problem with it.
Right click on the red slow download button. Click properties. Copy the link. Open a new page in your browser, copy the link into it's address window & click Enter. Click the red slow download button. You will see a 60 second timer. At the end of the timer, uncheck "Download with FileFactory's download manager", & click the red "Click here to begin your download"' button.

so, what did fastactivate say?
Did it find your ttgo.bif file?
if not, it will complain about that in a message on screen...
