TMC files?
What do you mean exactly? TMC is a broadcast service received as radio signals with traffic/condition updates.
Could it be speedcam files you are looking for?

There are a couple of "worldwide" speedcam files here:

Whether the TMC service where you are is free, or whether you need a special licence, I don't know.
Building files should be a part that came with your map files if you chose to download them (TA or NT) and go in the appropriate building folder under content.
The easiest way to backup is simply to copy the Save folder under the main Primo folder to your PC from time to time. This contains all your setup and customization information.
It's a good idea to keep the entire Primo folder backed up to your PC also..in case of disaster or SD Card/Device failure.
The "Data Backup" button that comes with some skins is a false sense of security since it won't help at all if the source card/drive goes bad.

First find or create an image you want to use in the exact resolution of your device (800x480, 480x272, etc--whatever yours is), and save it as a 24 bit .bmp file named loading.bmp.
Now...the procedure has changed a bit from various Primo versions, and I can't remember the exact one for Primo 1.2 from scratch since I did them all in progression, so try this first:

1)Under {Primo}\ create a folder named UI_IGO9--the underscore is significant.
2) Inside that, create a folder that matches your resolution such as 480_272, 800_480, etc--the underscore is significant.
3) Put your new loading.bmp file in that resolution folder.
Restart, and see if it now shows. If not, there are a couple more procedures to try. You MAY have to delete the Save folder and do setup all over again, but maybe not. You also may find that sometimes it shows, and sometimes it does not--that's what the other procedures are for, but start with the above.
