Probably this will add more to your confusion, but I will just state the facts. Almost all the files that I use are from your build, except my licences. If I use your licences (4 of them) I get "out of memory messages" and Primo.exe never loads. So I got the exact same licences (not only same name but also same hash files) from another "popular build" and with them it works. I cannot explain this. For some reason I always have funny problems, but, as said, I just state the facts.

Confusion is good for the brain.
;)

USUALLY that means a file is corrupt...which can happen with any download from anywhere...even if the file appears identical in every way to another one. No 'fix' for that except to replace the file...once the offending one has been identified...which can be frustrating.
But I wonder if some of those 'other' license files can also cause the Network message. It seems likely if that is the only difference.
But no matter if a simple sys.txt line cures it.
But that's just my opinion..I could be wrong.

Even you don't have it in Primo folder, it's integrated in data.zip, DATA.ZIP\project_config\igo9.ini

sys.txt use only when you want some function manually to turn on or off.

put this line in sys.txt, and no more that message,
