Stop! Before going any further - even thinking any further - there is a very important distinction to be made.
Chas521 is talking about the GPS software only. That soft can - if needed - be replaced.
Fatboyfun (post #4) is pointing towards the devices OS (Windows and Beckers own system software) and replacing or correcting is something completely different. If a hard reset don't solve it ... ai-ai-ai ai.

The error message ("CreateProcess shell.exe fail") needs to be assigned to either one and my feeling is that there is no GPS (igo or primo) relation at all.

Shell.exe is AFAIK part of Windows (and not of Becker system Software). Which leaves as the only option to reflash the Windows OS. Problem will be finding the suitable files to flash (and of course the flashing itself).
On the internet it might be possible to find the files somewhere.

As I read post#4 again, I am only repeating the words of Fatboyfun.

Shell.exe is a core windows ce process, if that isn't loading then windows ce isn't booting properly, the HKLM\init registry entries stops at the error and the GPS software doesn't start.

Three options to save the device...

1. Hard reset if possible, check documention\internet search...
2. Reflash the ROM if possible, internet search...
3. See if the manufacturer can help...

No, because the problem isn't in the GPS software...
