The file after extraction is named gmapsupp.img if you renamed it to gmap
psupp.img it won't work ,
check it and on a FAT 32 formatted SD card less than 32GB and yes it does live in a folder called Map.

<File>
<Specification>
<Identifier>IMG</Identifier>
</Specification>
<Location>
<Path>Map</Path>
<BaseName>gmapsupp</BaseName>
<FileExtension>img</FileExtension>
